Salem Lakes is unusual in two ways that show up on a quote: repairing a driveway needs a permit, not just building one, and two different Village officials sign off the two halves of the same job.
Concrete flatwork is what we do, right the way across this county. Salem Lakes has the most specific driveway code of any village on our list, and most of it is written for the section at the road rather than the part on your own ground. Reading it first is worth more than another quote.
Repair needs a permit here, not just replacement
The clause to know: a permit from the Superintendent of Public Works is required to construct or repair any driveway that connects with a street, alley or thoroughfare.
The word "repair" is doing real work there. In plenty of municipalities a homeowner can put right a damaged approach without paperwork. Here it is the same requirement as building a new one, and a contractor who has assumed otherwise has assumed wrong.
The permit is also not issued from the form alone. The Superintendent views the premises first and determines whether a culvert is needed for surface water drainage before granting it. The fee itself is set by the Village Board rather than fixed in the code, so take the current figure from the Village at the time you apply.
Two officials, two halves of one job
This is the part worth writing down before you make any calls.
- The driveway permit comes from the Superintendent of Public Works.
- A culvert permit, where a culvert is what connects your driveway to the public street, comes from the Building Inspector - who then forwards it to the Superintendent to set the grade and size.
Two applications, two offices, one driveway. Establishing at the quoting stage which of them your job needs, and who is submitting each, removes the single most common source of a stalled start date on a village driveway.
And a number that differs from the village next door: no culvert here may be less than 12 inches in diameter. Neighbouring municipalities set their own minimum, and it is not the same figure, so a crew working across the county cannot carry one answer around with them.
The geometry the code fixes
- 24 feet maximum width at the outer or street edge of the sidewalk. Wider needs special permission from the Village Board.
- One entrance and approach per lot, unless the Superintendent finds a second necessary and feasible without impairing the safety and utility of the street.
- Any two approaches at least 10 feet apart.
- No apron past the face of the curb, and never into the gutter area.
- Entrances and approaches must not interfere with drainage of the street, the side ditches or the roadside, nor with anything already standing in the right-of-way.
The width limit and the one-approach rule together are what most often reshape a plan for a second entrance or a widened parking area. Both are cheap to design around and expensive to discover late.
What happens where the kerb is opened
Where curb or gutter is removed to make the connection, the code requires the new connection to be of equivalent acceptable material, with curb returns provided or restored in a workmanlike manner, and the driveway surface to meet the street pavement and the sidewalk neatly. Any sidewalk damaged or made inadequate by vehicles crossing it has to be replaced.
The code also puts responsibility for injury or damage during the work on the permittee. That is a good reason to care who actually holds the permit on your job, and to have the answer in writing rather than assumed.
